Design and copy editing are being outsourced to The Charlotte Observer in Charlotte, N.C. A story on the News & Observer’s website says “all 25 N&O positions are being moved,” and current designers and copy editors will “have the opportunity to relocate.”

“Given the new economic realities of our industry, we must find more efficient ways to deliver the very best products to our readers and advertisers, and we are confident the new center will be an important part of our future,” publisher Orage Quarles III was quoted in the story.

“About 20″ employees were laid off. “Although our declines are not as steep as they have been in previous years, revenue trends remain negative year-over-year,” publisher Orage Quarles III wrote in a memo to employees. “As a result, we must continue to look for ways to offset this trend by managing expenses.” This is the paper’s second round of layoffs in 2011.

A memo from Publisher Orage Quarles III said 20 positions would be cut through buyouts and layoffs. “Although the overall economy is showing faint signs of improvement, our revenue numbers for December came in well below our expectations. And revenues continue to be down,” Quarles wrote in the memo. “As a result, we had to look for additional expense reductions.” The News & Observer laid off 21 employees almost exactly a year before.
